He was Provincial Director of Education from 1986 until 1987. Moreover, he was major of Llanes, Asturias (1987-1993 and 1999-2004). In 1991 he became President of Asturias, where he was also parliamentary from 1991 until 1999. He was Government Delegate in Asturias from 2004 until 2011, when he became MP.
