Phil Hogan (born 4 July 1960) is an Irish Fine Gael politician. He has been a Teachta Dála (TD) for the Carlow–Kilkenny constituency since 1989, and was the Minister for the Environment, Community and Local Government from March 2011 to July 2014. He is the designate European Commissioner for Agriculture and Rural Development.
