He was part of the Basque Christian Democracy party (1976), a member of its youth organization and the regional secretary of the youth of the UCD in the Basque Country.  In 1979 he was a member of the Regional Executive Committee of UCD in the Basque Country and Senior vice president of the DC 1986 and the Democratic People's Youth. In the Christian Democrats he has held various positions. In 1989 after Congress reformation he entered the People's party.
 
Before being member of the Spanish Senate, he was member of the autonomous parliament of the Assembly of Madrid (1991-1996). In 1996 he began his senate career until he left in the IX Legislature in 2011.
