He was elected first councillor for PSE-PSOE in San Sebastian in the municipal elections of 1979, a position he has still holds today. He is also the spokesman of the Socialist Group in San Sebastian City Hall. He was a member of the Basque Parliament from 1984 to 1991, specializing in the areas of housing, infrastructure and media. He resigned from this position to devote himself exclusively to municipal tasks. Since 2011 he has been a member of the national parliament after winning a seat in the general elections.
