American academic and expert in the fields of international development and cultural studies. He is SeniorResearch Fellow at Tufts University and he was previously with Harvard University’s Weatherhead Center for International Affairs. He is the author of the famous Underdevelopment is a State of Mind: The Latin America Case (1985) and The Pan-American Dream: Do Latin America’s Cultural Values Discourage True Partnership with The United States and Canada (1997). He also co-edited the book Culture Matters: How Values Shape Human Progress with Samuel Huntington.
