Frank van Kappen was born on the 4th of August 1941 in Semarang (at that time it was a part of the Dutch East Indies). He is a member of the Dutch Senate for the People's Party for Freedom and Democracy (VVD) and a senior policy advisor for various different organisations that deal with security and the military.
Political career[edit]
Before his political career, he held different positions in various different military organisations. Between 1995 and 1998 he worked for the United Nations for the department for UN freedom operations in New York as a military advisor for the Secretary-General of the UN. At the same time he was the director of the military department of the UN. Between 2003 and 2008 he was an advisor for NATO as a senior mentor Land Component Commander and Maritime Component Commander. After that, he was a member of various different advisory boards in institutions dealing with security and the military. He is still active in some organisations.

From 1961 to 1964, he completed his officer training at the Royal Netherlands Naval College in Den Helder. Between 1987 and 1988 he studied at the 'US Naval War College' in Newport.
