Račan's term of office began on 23 December 2011 as a substitute for Zoran Milanović. He is a member of the Foreign Policy Committee, a member of the Interparliamentary Co-operation Committee, a member of the Committee on Information, Computerisation and the Media, and a deputy member of the Delegation to the Parliamentary Assembly of the Council of Europe.

Račan obtained his qualification of Mathematician and Informatician from the Science Program Secondary School Nikola Tesla.
