He was previously Conservative MP for Harrow East ('70-'97), and MEP ('74-'77). While an MP, Lord Dykes served in the Ministry of Defence and the Cabinet Office in Edward Heath's Government. He joined the Liberal Democrats following the defeat of Ken Clarke in the Conservative Leadership battle following the 1997 General Election. Lord Dykes became adviser to Paddy Ashdown on EU affairs in 1998 and represented the Party in the London Region in the 1999 European Parliament elections. He is an active member of the party's defence, foreign and European affairs team. He was appointed member of the Party's working group on the EU Convention in 2001.
He was made a peer in 2004.
