Politically controversial term originally associated with German-Arab socialist Bassam Tibi, although now often linked with the contemporary political debate on national identity and immigration. Tibi defines Leitkultur as a set of binding European values such as democracy, modernity, human rights, etc. that determine the behaviour and perceptions of civilizations.
