He was Minister of Agriculture and Environment of Castilla-La Mancha (1996-2003), Minister of Industry and Labor of Castilla-La Mancha (1993-1996), Minister of the Presidency of Castilla-La Mancha (1987-1993), President Spokesman Toledo Municipal Socialist Group and president of the Provincial Executive PSOE-Toledo (2004), Member of the Permanent Committee .Spokesperson for the Committee on the Environment, Agriculture and Fisheries and the Agriculture Spokesperson of the Socialist Group/ He was also Vocal on the Committee on Budgets and the Committee of Economy and Finance
