Julia Sebutinde
Julia Sebutinde has over thirty years of experience as a highly-accomplished Judge at the national and international levels. She is currently serving as a judge on the International Court of Justice (ICJ), since March 2012, the first African woman to sit on the World Court. Prior to being elected to the ICJ, Sebutinde was a judge of the Special Court for Sierra Leone since 2007.
Professional Career
She worked for the Principal State Attorney and Parliamentary Counsel for the Ugandan Ministry of Justice from 1978 to 1990, where she drafted and published numerous legislations for the Ugandan government and participated in the transformation of Bills into Statutes through the parliamentary process. From 1991 to 2002, she worked for the Commonwealth Legislative Consultant for the newly independent Republic of Namibia, the Judicial Commission of Inquiry into Allegations of Corruption in the Uganda Revenue Authority, Commission of Inquiry into the Ugandan People’s Defence Forces and the Commission of Inquiry into Corruption into Ugandan Police Force in numerous capacities. Presently, Judge Sebutinde is a judge for the International Court of Justice. She is also a Judge of the High Court of Uganda, holding that position since 1996. She worked extensively in implementing major reforms in combating reforms for the Ugandan Government from 1999 to 2004. In addition, she is credited with overhauling and replacing Namibia’s Apartheid Laws and trains Namibian legislative drafters from 1991 to 1996.
Education
She graduated with a Bachelor of Laws (LL.B) from Makerere University in Uganda in 1977. In 1990, she obtained a Masters of Laws Degree with Distinction (LL.M) from the University of Edinburgh in Scotland. was awarded a Doctorate of Laws honoris causa from the University of Edinburgh in 2009.

Judge Sebuntinde has received numerous national and international awards for her excellent service, in both the legislative and judicial fields.
