Vladimir Filippov
Vladimir Filippov was born on April 15, 1951, in Uriupinsk, Stalingradskaya region, Russia. He is an Academician of the Russian Academy of Education and was the Rector of the Peoples’ Friendship University and is the head of the Department of Comparative Education Policy.
Professional Experience
Starting in 1976, he was the Chairman of the Council of Young Scientists of the University till 1979. He was the assistant at the Department of high mathematics of the university from 1979 to 1980. He became the Head of the Scientific Department of the University in 1980 and held that position till 1987. From 1985 to 2000, he was the head of the Department of Mathematical Analysis of Peoples’ Friendship University. In 1989, he was the Dean of the Faculty of Physic-Mathematical and Natural Sciences. From 1993 to 1998, he was the Rector of the University. Starting in 2000, he became and maintains the position of Head of the Department of Comparable Education Policy. He was the Minister of Compulsory and Professional Education from 1998 to 2004. He was appointed as the Minister of Education of the Russian Federation. Beginning in April 2004, he was the personal assistant to the Prime-Minister of the Russian Federation. Filippov is the Chairman of the International Committee of UNESCO, preparing the World Conference for higher education. He is the Vice-President of the Euro-Asian Association of Universities and member of the managing council of the Institute of Information Technologies in Education, an organization under UNESCO. Filippov is a member of the Supervising Boards CEPES, part of the Europea centre of higher education under UNESCO located in Bucharest, Romania. He has authored more than 180 scientific and training papers. Filippov has been awarded the Order of Friendship (1995); certificate of appreciation from the President of the Russian Federation (1999); Prize from the President of the RF in the sphere of education (2001); and many more awards, medals, and prizes from different ministries and agencies from the Russian Federation.
Education
Filippov graduated with honours from the Peoples’ Friendship University in 1973. He was accepted into a graduate program at the Peoples’ Friendship University and studied from 1973 and 1975. In 1980, he presented his scientific research paper for the Russian scientific grade. Filippov received his doctorate in the Mathematical Institute Steklov under the Russian Academy of Sciences in 1986.
