The governments of the three Baltic states, Estonia, Latvia and Lithuania, have in recent decades established formal systems of cooperation to facilitate economic, political and social cohesion in the region. In 1991, the Baltic Assembly was created to promote active cooperation among presidents, heads of government, foreign ministers and parliament speakers.
