After completing high school in 1979, he graduated in Literature (classical philology) at the University of Turin in 1983. In the Eighties he worked as a teacher and vice headmaster at the Waldensian High School in Torre Pellice. In the Nineties, Malan was a foreign exchange broker in the dealing room of Sanpaolo Banking Institute.

Lucio Malan was elected senator in 2001, in 2006 and 2008. He has been a member of the Parliamentary Commission of Inquiry into the implementation of the cooperation policies with the developing countries. He has been supervisor of numerous bills and is strongly engaged on the issues of security, immigration, human rights and religious freedom.
